For this to work you'll need:

-Script Hook V
-Script Hook V Dot Net

Installation:
Just drop the file and replace the one located in gangModData folder.
About:
What this does is change the regular pedestrian enemies, for the original gangsters, triads and thugs that are in the game.
(keep in mind that you'll have to start over for this to take effect)
Includes:
-Fams;Ballas;Vagos;Lost MC;Varrios Aztecas;Marabunta; Armenian Mob,etc
-Triads
-Thugs
-Female gangs (Fams, Ballas, Vagos and Lost)
-Mafia
-Epsilon cult
-OG's
-Juggalos
-Mexthugs
-Jews
-Chemsec
-Blackops troops
-Dealers
-Robbers
-Prisoners
The gangs that spawn are random, so you can get any of those.
Note:
In some places, like mountains and isolated spaces, the enemies don't spawn, I don't know why. But it seemed to happen with the original version of the mod already.

@Shimonbz3 There are Jewish Mafias. I don't see any room for offense when there are other ethnic groups that are "Enemies" such as Armenians, plus this mod would imply the people engaging in these faction turf wars are criminals so it really doesn't leave room for people to think they are being persecuted personally.

Doesn't work. What this file does however, it changes all peds in rival gangs to prisoners.
