You will need this mod installed: https://www.gta5-mods.com/vehicles/nissan-silvia-s15-vertex
Once the texture is added to the game you can spawn in the F620 which will have the Livery.
MAKE SURE TO INSTALL THE MOD LINKED ABOVE BEFORE DOING THIS
1- Open up 'OpenIV'
2- Go to > Path: GTA5/mod/x64e.rpf/level/gta5/vehicles.rpf
3- Drag the 'f620.ytd' file in and replace the original file
6- Save and exit
