Pants can be found somewhere after the last Vanilla ones on the in game List with example Menyoo or Simple Trainer.
Method 2 - Replacement (Free Choice Of Location)
With This method you just replace Vanilla Pants from a Random Online DLC with this one.
For Example - (mods > update > x64 > dlcpacks > mpbiker > dlc.rpf > x64 > models > cdimages > mpbiker_male.rpf > mp_m_freemode_01_mp_m_bikerdlc_01)
