Okay I have just watched some videos to see how the heist was suppose to go.
I think its the Cayo Perico island that is failing to spawn in? So as soon as the cutscene ends, the game realizes their is no island there, and so we all plummet into the sea.
Hey man, Everything was working perfectly up until Dr dre leaves and the plane takes off, it then lands in the ocean, everyone gets off the plane during the cut scene, and as soon as the cut scene ends we all fall in the water before prompting me to "get into the winky" which is now at the bottom of the ocean lol. I cant progress any further :)
