@codymaverick45, re-name the file to .txt file and then open it, just make sure to change it to a .XML file before you put it in your game. Sorry about the late reply.
@BryantBee you can, if you view the xml file before you put it in GTA you can change it notepad, I only change speed and breaking distance ( they should be easley labeld ) and change it to what ever you want but you have to change all of the breaking' and speed then it will work.
