is anyone having installing issues via open iv packge installer?

i remember seeing people on youtube doing glitches to get to north yankton in gta online to explore around now we can use mods to generate north yankton and teleport there.

how does it compare to one of GTA V's stock vanilla vehicle named tornado. the mod reminds me of the tornado.
