The menu pops up while im doing driving but when I get out and go to the door nothing pops up

It Gives me the context option but when clicking on it it doesn't pop up in my documents/gtav/usermusic folder http://imgur.com/xVMTOKI
This doesn't work, ran it as Administrator, hit y on the CMD prompt, restarted my PC no effect, I'm running Windows 10 Pro on my Samsung 850 EVO
decreases my fps from 70 to 20 fps, specs are:Intel i5 3570k,MSI GTX 970,Ripjawz 24GB RAM,Samsung 850 EVO SSD

Do you think you can make a car crash mod (the sound of when you hit people with cars) replace the default one with the one from gta 4? the gta 4 one sounds so much more satisfying and brutal
