I think if you use v-sync, you experienced stutter in game.
The launcher just fix stuttering with v-sync.
Description:
We use V-sync option with various reasons. cool temperature on graphic card, not teared screen, smooth frame rate, etc...
But GTAV have critical bug, The bug is stuttering screen.
Maybe you know how to fix the bug*, but the launcher can fix automatically.
Install in GTAV directory? no. Hard to use? no.
JUST DOWNLOAD AND DOUBLE-CLICK IT!
How to use:
1. download the file, and unzip.
2. run GTAV SF Launcher.exe
or If you have 'AutoHotKey' program, you can use GTAV SF Launcher.ahk
3. ENJOY THE GAME
How it works:
1. catch type; CD version or steam version.
2. run GTAV.
3. wait for start the game.
4. send alt + enter repeat two with interval 3 seconds.
5. close the launcher.
This program runs only windows.
*: The bug fade away if you press Alt + Enter and one more.
The launcher made of 'AutoHotKey'.

@Kwebbl yes you can fix the way, but it just one method fix automatically.
fix ways are many,
A
1. Alt + Enter (Fullscreen off)
2. Alt + Enter (Fullscreen on)
B
1. Alt + Tab (show desktop screen)
2. Alt + Tab (back to game)
C
1. change graphic setting anything on GTAV.
2. restore or just play.
And the launcher use A way. just simple but save your trouble at all.
@RYAN Nope. GTAV use native triple buffer via native v-sync. and if you use forced v-sync with no triple-buffer, you will feel same stuttering. because it can't maintain smooth fps (over 30 fps) during overload.

If we use v-sync, only triple-buffering can smooth fps (or use 'fast-sync, but it not compatibility for GTAV).
@JellyRogerV Default of the pre-rendered frames value on NVIDIA setting is '1'.
Could I get your GTAV graphic settings with resolution? I'm expecting the resolution be FHD without MSAA.
The stuttering bug is occured use over WQHD resolution or FHD without MSAA. and if you satisty the condition, you cannot solve the bug without the way A,B,C in before comment.
@m4xi MSAA doesent affect the stuttering at all.I can play with or without it (actually ingame fxaa+ NVidia fxaa).

@JellyRogerV I know your NvidiaPanel setting, I did use the settings but not now. because the stutter occured around grass thicket. Many people told it not work by comment on youtube included how to setting same your.

I get stutter too, but I go to graphics options enable then disable V-Sync in GTA5 every time I play, and I have V-Sync forced in nVidia Control Panel and that seem stop stutter ... seems like that accomplishes same thing?
@Yinepu In my case, NVIDIA Forced V-Sync wasn't solved stutter, it just few difference about resolution.
Yes, the launcher work like you, just similar way.
excellent work. Usually this is also solved by enabling and disabling (or vice versa) vsync.
@snight01 Thanks your comment :), Almost people that change graphic options for no stuttering with v-sync know why it need. It just simple but powerful.

the probleme here is, the tool did'nt find the GTA V Steam Version, it just say it can't find PlayGTAV.exe but few secounds later GTA V starting, but i don't now if it works.
I have the problem by Trevers Save House, if you look after the stairway to right the FPS goes down to 35, on the right side 75FPS Constantly, i play GTAV with 4xMSAA and V-SYNC "On" i got 30FPS Constantly with and without your tool.
I don't will be a "asshole" so i rate your tool with 3 1/2 Stars for your work.

You right, It not working now. because cannot find stutter in gtaV anymore.

@m4xi First of all, thank you for putting in work to help others who had stuttering issues.
I have been trying to deal with stuttering in GTA 5 for 2 years now and have only JUST recently got it down to just a micro stutter. I set up a page file with a specific range (400 - 12000) and adjusted many different settings in Nvidia control panel, but the stuttering is still there. Albeit, it is a huge improvement, but it's still there. I have Vsync forced on in nvidia control panel as well as in-game settings, but there is a small 'hiccup' stutter and it is very consistent (about every 500 milliseconds). Any ideas at all what could be a cause of this? It happens regardless of whether i am just moving the mouse or driving at a high rate of speed.
@VisualParadox Sounds like you use the Borderless Window in GTA. Change it to Fullscreen.
Anyone still having this stuttering issue (or unknown drop in fps to 30 right after startup), right click GTAV.exe, go to compatibility tab, check "disable fullscreen compatibility", click apply, click ok...play.
