@Slash_Alex Tried it as you suggested and same thing happened. I only have 12 add-on cars, I don't think that's a lot. I even removed the scripts folder altogether to make sure that wasn't interfering either.
The AddonSpawner mod I use to easily spawn my add-on cars.
Right now I can either go with ENT version 28 and everything else working as it's supposed to, or go with the latest version and use no mods, just scripts...
Silly me, I removed openiv.asi and that disabled all of my mods. I added it back in and the trainer stopped working again... So now I know for sure it's openiv.asi and only that causing the problem.
@Slash_Alex Regarding that error while the game loads: I get the error and the game eventually loads up, so I am able to play it and use other scripts & mods, just not ENT.

@Zemanez Yes, I have some mods like NaturalVision, LA Roads and some add-on cars if that's what you mean.

For some reason, the latest version that works for me is version 28. I have GTA updated to the latest version, as well as Scripthook V... Any help?
@Bajovsky Yeah, the problem is I had Scripthook V but didn't have ScriptHookVDotNet, I skipped over that step. Everything works fine now!
