@maxgonzalez Yes - wipers are loud, like they are a cheap set running on a salty windscreen - lol. The weird behaviour is visible when I approach a car and one wiper is in the up position, and moves slowly to resting position...
@maxgonzalez 1.0.1604.1 with the up to date Script hook stuff, and NativeUI1.8. I get the odd weird wiper with a life of its own, but no visible downsides so far. I'm an off-line single player.
This is a great idea and I hope you come back to it as it needs a bit of work. I got it running in the latest game set up but the hotkey is difficult. I remapped it to SHIFT Backspace and even that takes some button-mashing to get it going. A few stop/starts on the mod eventually seems to get it to behave.
Once it works it's fine. There are a few creepy windscreen wiper movements on cars I approach...lol.
Thanks for this - it always seemed so lame not having working wipers. How many of us have sat in traffic with our wipers going? GTA V drivers should suffer the same in their pixel world.

Sorry - you're running a script related to weather? Wow...Forget the hotkeys. My version works with the weather. So I understand....
