To anyone wondering why the mod doesn't work, even after installing it properly, that's because of a limitation in the game engine, sometimes a certain mod will be loaded if it has the same characters in it's hash, so like if you have tons of sound mods that have the same initial characters, then it's possible for it to not work. To remedy this you'd have to get into codewalker and change up the sound's hash, if you're comfortable enough with that, or just straight up not use it... That doesn't mean that the sound mod is bad, no shade towards Legacy or any other author, it's just how R* setup GTA's engine.
Also for anyone wondering, I got this info from Aquaphobic (Or maybe it was TheAdmesier, certainly one of the two), I talked to him in relative detail and this is what he said, in essence. Now this could have changed as I talked to aqua about this a long time ago, but this is from what I've seen still a thing.
With all that said, the sound is pretty dope, Was looking for some bike sounds and Legacy sure doesn't disappoint.
@PortalsStudio you probably could get the textures and stuff from this mod and make it work on whatever game you want but realistically that'll be quite a lot of work considering that you'd basically be recreating this whole mod for whatever game it is.
In short; No, But Yes if you want to sink a couple hours maybe even days into setting the mod up for your game.
@godblazeit I'm assuming you're asking if changing the audionamehash in the vehicles.meta works only for DLC cars and no, it works on any car vanilla, dlc or modded.

@RoKnROLeR You can use ikt's Manual Transmission Mod found here (https://www.gta5-mods.com/scripts/manual-transmission-ikt) to simulate an open diff among other features
